政庁宛に送った意見書に返事が来た。
返事は 平和的にデモンストレーションをするならば法律を守れ。
しかしながら 公共のサービスを脅かすなら｣対応はします。
という一般的な文言ですが、すべての意見に返事を出していることは
いいことだと思う。 今までの支那政府に対して、一切の反応がなかったよりは
かなり欧米的である。 この返事でいうように 警察が中立に 法律に従って
動けば好し、 長官の飼い犬になっては 支那と同じなのである。
これで 小生のメールアドレスが明らかになって 支那工作員がメールや
ブログを読みに来るでしょう。 (笑い）
支那崩壊あるいは開放には 支那人一人一人の心の中に 自分や家族だけではなく
他人の幸せや 他人への影響を考える余裕が出てこなければならない。
思いやる心無くして 崩壊、開放となれば 単なる混乱、混沌にしかならない。

Hong Kong residents enjoy the rights of procession and peaceful assembly according to the Basic Law and other relevant laws. The HKSAR Government respects the rights and freedom of the public to conduct peaceful processions and demonstrations.
When expressing their views, participants of public meetings, demonstrations or processions should observe the laws of Hong Kong and conduct the relevant activities in a peaceful and orderly manner without engaging in any behaviour to the detriment of public safety and public order. While the Police will facilitate all peaceful assembly and expression of opinion, it will take decisive action if there is a breach of law in order to ensure public safety and public order.
The Government was aware of the blockage of main roads which seriously affected the daily life of the public, public transport and emergency service. Police will continue to adopt effective measures to maintain public order and safeguard public safety.

Thousands of peaceful protesters continued their week-long pro-democracy sit-in but faced attacks by counter demonstrators on Friday, 3 October, and Saturday, 4 October. Women and girls were among those targeted, including incidents of sexual assault, harassment and intimidation, as counter-demonstrators clashed with pro-democracy protesters in the Mongkok and Causeway Bay areas of Hong Kong.
Amnesty International has the first-hand witness account of a woman being physically attacked and threatened, and has received credible information from women’s organisations, media reports, publically available videos and other sources about further assaults and abuse happening while police stood by and did nothing. In addition, at least one journalist has been seen to have sustained injuries during the course of reporting on the demonstrations.
Hong Kong police has failed in their duty to protect peaceful protesters who came under attack. It is unclear whether the police simply underestimated the risk posed by counter-demonstrators, or whether they decided not to intervene.
Government authorities must ensure the right to freedom of expression of all participants to peaceful assemblies. Incidents of violence need to be effectively investigated, and those who committed human rights abuses brought to justice.
We call on you to ensure the Hong Kong Police:
・ Respect the right to freedom of expression and peaceful assembly, and protect the exercise of this right from interference by others;
・ Facilitate peaceful protests and ensure the public’s right to information is respected;
・ Refrain from unlawful use of force;
・ Effectively investigate incidents of attacks, including sexual assaults, and prosecute those responsible.

香港:１５日未明 警察がデモ隊強制排除４５人を逮捕

【香港・鈴木玲子】香港の次期行政長官選挙制度を巡る民主派による大規模デモで警察当局は１５日未明、新たに道路を占拠した金鐘（アドミラリティ）地区のデモ隊の強制排除に踏み切り、４５人を逮捕した。強制排除でこれほど多くの逮捕者が出るのは、９月２８日から２９日にかけて大規模デモが発生した時以来。市民生活への影響が続く中、警察は強硬姿勢に転換したとみられ、占拠地の拡大は阻止するという強い姿勢を示した。
地元テレビ局などは強制排除の際、警官が学生らに警棒などで暴行する映像を流しており、デモ隊の反発がさらに強まる可能性もある。
デモ隊は１４日深夜、行政長官弁公室（官邸）近くの道路を新たに占拠。警察が催涙スプレーを使用して排除に乗り出し、双方はもみ合いとなった。応援に駆け付けた学生らでデモ隊が膨れ上がったため、警官隊は一時、退去。これに乗じてデモ隊は、道路の側溝を覆う石板などを使って路上に１００メートル以上にわたってバリケードを築いた。
態勢を立て直した警察は大量の警官隊を投入し、１５日未明から強制排除を開始し、計４５人（男３７人、女８人）を公務執行妨害などの疑いで逮捕した。デモ隊は元々、占拠しているエリアまで押し戻された。警察は、強制排除について「道路占拠は違法な集結」と説明した。
一方、警察は１４日の記者会見で、九竜半島の繁華街・旺角（モンコック）でバリケードを撤去する方針を明らかにしているが、１５日に入っても撤去は始めていない。また、香港トップの梁振英（りょうしんえい）行政長官は１４日、公式ブログで、デモ隊に対して、金鐘の政府庁舎に隣接する添馬公園や繁華街・銅鑼湾（コーズウェイベイ）にあるビクトリア公園などに移動するよう促している。
